Funding in the amount of $507,489 is available in the Fiscal Year 2018-19 Austin Public Health Department Operating Budget.

Prior Council Action:
September 11, 2018 - Council approved Ordinance No. 20180911-001 adopting the Fiscal Year 2018-2019 Austin Public Operating Budget, which authorized $508,000 in grant appropriation for the Homeless Housing and Services Program Grant, on a vote of 10-1, with Council Member Troxclair voting no.

Additional Backup Information:
The Homeless Housing and Services Program (HHSP) was authorized by the Texas Legislature in the 81st Legislative Session. It was the first program that authorized state funding for homeless services and homelessness prevention. Through HHSP, the State appropriates funding to the eight largest cities in Texas according to population.

On March 20, 2019, the City received notification of funding allocation for Austin in the amount of $507,489 for the program period September 1, 2019 through August 31, 2020.

Austin Public Health will allocate HHSP funding to continue emergency shelter services, case management and housing assistance for single adults and families at the Salvation Army Social Service Center Emergency Shelter downtown, and support the federal Emergency Solutions Grant program with financial assistance, case management, and shelter operations at the Austin Resource Center for the Homeless (ARCH) operated by Front Steps.
