Ratify an amendment to an interlocal agreement with Austin-Travis County Mental Health and Mental Retardation Center, d/b/a Integral Care, for the Homeless Outreach Street Team program to provide street outreach services, to add $440,000 to the current term beginning on October 1, 2025, and to each of the remaining three 12-month extension options for a revised per extension option amount not to exceed $839,354, for a revised total agreement amount not to exceed $3,756,770. Funding: $440,000 is available in the Fiscal Year 2025-2026 Austin Homeless Strategies and Operations Social Services Budget. Funding for the remaining years of the agreement is contingent upon available funding in future budgets.

This action ratifies the previous Request for Council Action originally approved on February 26, 2026, which authorized Austin Homeless Strategies and Operations to negotiate and execute an amendment to an agreement with Integral Care to add $440,000 to the agreement and increase subsequent extension options to $839,354 each, for a revised total contract amount not to exceed $3,756,770, to provide street outreach services. This agreement has been amended to reflect the correct agreement type as an interlocal agreement.
Funding will support the Homeless Outreach Street Team (HOST), which is administered by Austin-Travis County Mental Health and Mental Retardation in collaboration with Austin Community Court, Austin Police, and Austin/Travis County Emergency Medical Services. The program will engage individuals and families experiencing homelessness and will help connect them to services that can address their long-term needs.
HOST is a critical component of a broader initiative aimed at helping people move from homelessness toward greater well-being and stable housing. It works to identify those experiencing homelessness primarily in downtown Austin and West Campus neighborhoods, understand the challenges they encounter, and link them to appropriate services, including medical and behavioral healthcare, case management, and housing resources.
If authorization of ratification is not approved, it will limit Austin Homeless Strategies and Operations’ ability to provide street outreach services.
Amendment No. 2 added funds in an amount not to exceed $440,000 for the period of October 1, 2025, to September 30, 2026, and $440,000 to each of the three remaining 12-month extension options for a revised total agreement not to exceed $3,756,770.
Amendment No.1 exercised the first extension option in the amount of $399,354 for the period of October 1, 2025, to September 30, 2026.
The original interlocal agreement was approved for an initial term of 12 months ending on September 30, 2025, with four 12-month extension options, for a total agreement amount not to exceed $1,996,770.
