This contract is for maintenance and service, spare parts, and software support for the Continuous Emissions Monitoring System (CEMS) equipment at Decker Creek Power Station and Sand Hill Energy Center. The CEMS includes analyzers used to measure stack emissions and related equipment, proprietary programmable logic controllers, and a proprietary data acquisition and handling system software platform.
Units 5, 6, & 7 at Sand Hill Energy Center are in need of upgrades on the analyzers and controllers due to obsolete parts and software. The three units combine for total of 400 megawatts of generation with Unit 5 representing over 300MWs alone and lead times on parts have continued to increase.
The Continuous Emissions System including analyzer operation and emissions recording and reporting are regulated by the Texas Commission on Environmental Quality and the Environmental Protection Agency. Failure to have a working CEMS system in place can result in regulatory punitive measures including monetary penalties.
