An application requesting a street name change was submitted by the Council District 5 office to rename a segment Paisano Trail to Zion Rest Lane, in order to honor the Zion Rest Missionary Baptist Church, which has served Southwest Austin for nearly 125 years. The reasons for the street name change as stated on the application are consistent with Code Sections in 14-5-4 (7) to honor a person, place, institution, group, entity, or event.
The office of City Council District 5 conducted community engagement to identify the proposed name. Zion Rest Missionary Baptist Church <https://zionrestmbc.org/> was founded in 1903 and has been established at the same location ever since. At its beginning, Zion Rest served the community of Kincheonville, a freedmen settlement founded in the years after the Civil War by the formerly enslaved Thomas and Mary Kincheon. Kincheonville was a farming community of about 300 acres and home to Black, Hispanic, and Anglo residents. In addition to the church, Zion Rest was home to a school serving the Kincheonville community, and it has served generations of Austinites. The church's two buildings have been on the site for more than 45 and 60 years.
As part of the Street Name Change process in Chapter 14-5 (Street Name Change) of the City Code, Austin Transportation and Public Works (ATPW) notifies (by mail) the property owners abutting the street about the proposed street name change. If any of the property owners oppose the street name change, a public hearing is required before Council acts on the street name change.
Concur review forms were sent to the following City Departments to make them aware of the potential street name and there were no objections to the street renaming, including Austin Fire Department, Austin Police Department, Austin Transportation and Public Works, Austin Technology Services, and Emergency Medical Services. The cost estimate for fabrication and installation of two signs is $458 and will be absorbed by the Austin Transportation and Public Works' Operating Budget.
