Austin Financial Services issued an Invitations for Bids solicitation IFB 6100 CLMC1138 for these services. The solicitation was issued on December 1, 2025, and closed on February 12, 2026. Of the six bids received, the bid submitted by the recommended contractor was the lowest responsive bid. Austin Water’s water distribution system is fundamental for the conveyance of water to customers.The water distribution system is a large and complex system, consisting of approximately 3,900 miles of water mains and serving approximately one million customers.Due to age, growth, and system expansion, water distribution system assets require upgrades to meet customer demand needs.

 

The Oltorf at Travis Heights Pressure Zone Conversion project will convert residences and businesses in the project area from the Central Pressure Zone to the higher-pressure South Reduced Pressure Zone to provide improved pressures and fire flows.

 

The work includes installation of approximately 3,800 linear feet of ductile iron water mains, 12 water services, two pressure reducing valve vaults, and approximately 490 residential pressure reducing valves on Mariposa Drive, South Congress Avenue, East Oltorf Street, St Edwards Drive, Alta Vista Avenue, Rebel Road, Algarita Avenue, Rosedale Terrace, and East Live Oak Street.  

 

This item includes four allowances. 

 

                     $50,000 is to address contaminated soil that may be encountered during construction; 

                     $40,000 is to replace possible deficient valves found during construction; 

                     $700,000 is for any work that may be needed on private property per City of Austin plumbing code after the installation of individual pressure reducing valves

                     $50,000 is to cover the cost of any work stoppage required due to potential archeological discovery on site. 

 

An allowance is an amount that is specified and included in the construction contract or specifications for a certain item(s) of work whose details are not yet determined at the time of bidding.

 

Due to the potential for encountering unknown conditions during construction, a 10% contingency in funding has been included to allow for the expeditious processing of any change orders to cover any unforeseen construction costs associated with the project. By authorizing the additional contingency funding, Council is authorizing any change orders within the contingency amount.

 

Construction activity will occur primarily within Austin’s right of way. During construction, temporary lane closures will be in effect on streets where water lines are installed. The project proposes lane closures and/or detours during off-peak traffic hours, and the contractor will install appropriate traffic detour signs and barricades to direct traffic. The contractor will work to ensure that residents always have access to their driveways. If access cannot be maintained, written notice of limited access will be provided to the affected property owner(s) at least 24 hours in advance. In addition, there will be planned temporary water service interruptions, primarily during pipeline tie-in and service reconnection. Residents will be notified at least 48 hours in advance of planned service interruptions.

 

A delay in approving this contract may affect the ability to maintain water pressure and fire flow capacity. 

 

The contract allows 425 calendar days for the completion of this project.
