Additional Backup Information:
The contract will provide daily staff augmentation to support transmission construction and maintenance services for Austin Energy. It supplements Austin Energy’s workforce by supplying qualified contract labor, equipment, and resources necessary to perform critical construction and maintenance operations. In addition, these resources will support Austin Energy’s Electric Systems Resiliency Plan, development process initiatives, and overall readiness for emergency response.
Continued load growth in Austin has increased the need for qualified personnel to expand and upgrade transmission system infrastructure. This contract ensures Austin Energy has access to sufficient skilled personnel and equipment to meet this growing demand. Typical projects performed under the contract include hauling and setting transmission structures, making contacts to transmission conductors, installing and removing transmission conductors, and installing guy anchors.
An evaluation team with expertise in this area reviewed the proposals and determined that Power Standard LLC offered the best overall value based on experience and personnel, program approach, staffing plan, price, local preference, and small business preference.
The contract will replace a contract expiring December 24, 2026. The requested authorization amounts are based on historical spend and anticipated usage. The recommended contractor is the current provider of these services.
If the contract is not approved, Austin Energy will be unable to conduct daily transmission construction and maintenance projects. This will have an immediate catastrophic impact on the Bulk Electric System. Austin Energy relies on this contract to supplement the workforce daily. This contract provides both personnel and equipment, which makes it possible for Austin Energy to safely complete construction and maintenance projects. The contract also supplies personnel and equipment to respond to emergency operations on Austin Energy’s Bulk Electric System, restoring it back to normal.
