Of the two offers received, the recommended contractor submitted the lowest responsive offer. The City maintains a street network of approximately 7,998 lane miles of pavement. Street rehabilitation is a strategy that the City has used for maintaining arterial, collector and residential streets. The City is not equipped to perform all the necessary street rehabilitation work with City staff and has accomplished similar work through contracts in past years. This project is funded by 2018 Bonds.
Indefinite Delivery/Indefinite Quantity (IDIQ) contracts provide for an indefinite quantity of services for a fixed time, usually an initial term with extension options. They are commonly used when precise quantities of supplies or services, above a specified minimum, cannot be determined. IDIQ contracts help streamline the contract process and service delivery and allow the City the flexibility to add work as needs arise or change. As each project is defined, a specific work assignment will be given to the contractor who will complete the scope of work for the unit prices included in the contract. Work deadlines will be established for each work assignment.
The Street Rehabilitation Phase 3 Project IDIQ #5 is being undertaken as a heavy maintenance repair strategy for selected arterial, collector, and residential streets throughout Austin. The project involves full pavement surface milling and overlaying of the roadway surface, which may be preceded by localized base structure repairs or full depth replacement. The program also includes consideration of spot curb and gutter replacement to address ponding and possible Americans with Disabilities compliant curb ramp repair, as needed in selected roadway sections.
The base bid was used to identify and determine the lowest responsive bidder and to determine contract unit prices for each bid item.
This request allows for the execution of a contract with Alpha Paving Industries, LLC for one year with one, one-year extension. However, if funds for the initial term are expended staff may accelerate the extension options, but in no event will exceed the total contract amount. The extension options are subject to the agreement of both parties.
If this contract is not approved, the streets will continue to deteriorate at an accelerated rate resulting in significantly more expensive reconstruction repairs that are more impactful to traffic mobility.
This project will be located citywide in all districts.
