Procurement Language:

Multiple cooperative purchases and multiple contractors within the cooperative programs were reviewed for these services. The Financial Services Department has determined this contractor best meets the needs of the City to provide these services required for the City.

 

MBE/WBE:

Cooperative agreements are exempt from the City Code Chapter 2-9B (Minority-Owned and Women-Owned Business Enterprise Procurement Program); therefore, no subcontracting goals were established.

Additional Backup Information:

The contracts will provide rental of trench safety shoring equipment and pumping equipment for multiple City departments. The availability of trench safety shoring equipment allows the City to mitigate safety risks associated with open excavations by providing additional equipment while City-owned equipment is deployed at other active jobs. Pumping equipment rentals will be used to dewater open trenches to allow employees to safely work in protected trenches. This will ensure a consistent supply of equipment is available for emergency situations.

 

These contracts will replace contracts that expired on August 27, 2025. The requested authorization amount was determined using departmental estimates based on historical spend and anticipated future usage.  The recommended contractors are the previous providers of these services.  

 

Source well and Omnia are cooperative purchasing associations recognized under Texas procurement statutes. Cooperative associations, themselves or using a lead government, competitively solicit and award contracts that are eligible for use by other qualified state and local governments. Due to their substantial volumes, larger than any one government could achieve independently, cooperative contracts routinely include superior terms, conditions, and pricing. Use of cooperative contracts also results in lower administrative costs and time savings.

 

 

If these contracts are not secured, City departments may experience delays in completing excavation work when City-owned equipment is unavailable or insufficient. Additionally, the lack of readily available rental equipment could impact the City’s ability to respond efficiently to routine maintenance needs and emergency situations.
