Austin Financial Services issued a Request for Proposals solicitation RFP 8600 GAZ3031 for these goods and services. The solicitation was issued on March 24, 2025, and closed on April 22, 2025. Of the five offers received, the recommended contractor submitted the best evaluated responsive offer. This contract will be awarded in compliance with the City Code Chapter 2-9B (Minority-Owned and Women-Owned Business Enterprise Procurement Program). For the services required for this solicitation, there were no subcontracting opportunities; therefore, no subcontracting goals were established.

Additional Backup Information:

The contract is for the rental of a Mobile Security Trailer and monitoring services for various Parkland areas. In 2023, Austin Parks and Recreation (APR) established a pilot project to reduce crime in Austin parks using mobile surveillance security trailers with two night vision-equipped cameras with shared access with the Austin Police. Findings concluded that the use of security trailers proved beneficial in reducing crimes against property in parks, as the drop in criminal activity where cameras were located was significant. Due to the success of the pilot, the APR seeks to expand the use of mobile security and surveillance trailers for this same purpose.

 

This contract will replace an existing contract which was a one-time purchase in 2024. Estimates are based on an increased level of safety-related complaints including theft, car break-ins, shots fired, vandalism, fire setting, graffiti, loud music, dogs off-leash and other general nuisance behaviors. The recommended contractor is not the current provider for these goods and services.

 

An evaluation team with expertise in this area evaluated the offers and scored LiveView Technologies dba LVT as the best to provide these services based on proposed product, warranty and rental protection plan, experience and references, price, local business presence, and small business presence.

 

This request allows for the development of a contract with a qualified offeror selected by Council. If the City is unsuccessful in negotiating a satisfactory contract with the selected offeror, negotiations will cease with that provider. Staff will return to Council so that another qualified offeror may be selected, authorizing new contract negotiations. 

 

A delay in contract approval could impact the City’s ability to reduce crime in city parks.
