Of the three bids received, the recommended contractor submitted the lowest responsive bid. Austin Water’s (AW) wastewater collection system is fundamental for transport of wastewater to wastewater treatment plants. AW’s wastewater collection system is a large and complex system, consisting of approximately 3,000 miles of wastewater mains and serving approximately one million customers. Due to deterioration from the harsh conditions of the wastewater environment, the system requires ongoing repair and replacement to prevent sanitary sewer overflows. The North Austin CIPP Wastewater Renewal Project will repair 9,766 linear feet of deteriorated wastewater main with cured in place pipe (CIPP) and repair or replace all associated accessories.
This project consists of CIPP installation within existing wastewater lines at three locations in the City. This infrastructure was selected for replacement based upon the following physical condition of the main, number of sanitary sewer overflows, estimated volume of wastewater discharged during overflows, and amount of inflow and infiltration, which is the estimated amount of groundwater or rainwater leaking into a wastewater main. The project consists of the following three groups:
• Group 1 consists of 4,432 linear feet of CIPP of 8-inch and 12-inch diameter pipeline in an area along Greater Anderson Lane between Burnet Road and Shoal Creek Boulevard.
• Group 2 consists of 2,800 linear feet of CIPP of 15-inch and 16-inch diameter pipeline in an area along Parkfield Drive between Mearns Meadow Boulevard and South Meadows Drive.
• Group 3 consists of 2,534 linear feet of CIPP of 15-inch and 16-inch diameter pipeline in an area along Marlborough Drive and Faylin Drive between Meadowmear Drive and Marston Circle.
Work within each project group also includes bypass pumping, wastewater service connections, erosion and sedimentation controls, traffic controls, and removal and disposal of abandoned asbestos cement pipe where encountered.
This item includes one allowance of $50,000 which will be used to fund any potholing or other sub-surface utility engineering required prior to a required excavation not included in the plans. An allowance is an amount that is specified and included in the construction contract or specifications for a certain item(s) of work when details are not determined at the time of bidding.
Due to the potential for unexpected conditions, a 10% contingency in funding has been included to allow for the expeditious processing of any change orders to cover any unforeseen construction costs associated with the project. By authorizing the additional contingency funding, Council is authorizing any change orders within the contingency amount.
The project includes lane closures and detours. The contractor will ensure that residents and businesses always have access to their driveways and if access cannot be maintained, written notice of limited access will be provided to the affected property owner(s) at least 24 hours in advance. In addition, there will be planned temporary wastewater service interruptions during pipeline tie-in and service reconnections. Residents will be notified at least 48 hours in advance of planned service interruptions.
This construction contract is time-sensitive and critical to improvement to the infrastructure stability of Austin’s wastewater collection system.
The contract allows 120 calendar days for the completion of this project.
