Fiscal Note
Funding is available in the amount of $18,333 in the Fiscal Year 2022-2023 Operating Budget of the Department of Aviation. Funding for the remaining contract term is contingent upon available funding in future budgets.
Purchasing Language:
The Financial Services Department issued an Invitation for Bids (IFB) 8100 KMF1012 for these goods. The solicitation was issued on April 24, 2023, and closed on May 23, 2023. Of the three offers received, the recommended contractors submitted the lowest responsive offers. These contracts will provide the programmable logic controllers (PLC) replacement parts for the automated baggage handling system at the Austin-Bergstrom International Airport. Today’s high-technology baggage handling systems use extensive PLCs to handle the complex integration of the explosive detection systems required by the Transportation Security Administration (TSA). Baggage sortation accuracy, critical to meeting the TSA and 49 U.S. Code § 44901 - Screening Passengers and Property, is automated by PLCs enabling fast luggage inspection and short departure schedules of multiple airlines sharing the system.
These contracts will replace the current contract that expires on April 16, 2024. There is not enough remaining authority to continue the current contract. The requested authorization is based on updated spend and departmental estimates of future needs. One of the recommended contractors is the current provider of these goods.
If these contracts are not secured, Aviation cannot ensure customers’ luggage is delivered safely, securely, and timely or meet the requirements outlined in 49 U.S. Code § 44901, which includes maintaining a critical automated baggage handling control system.
