Additional Backup Information:
The Transportation and Public Works Department (TPW) intends to submit grant applications to the Capital Area Metropolitan Planning Organization (CAMPO) for federal transportation funding through the Transportation Alternative Set-Aside (TASA) and Carbon Reduction Program (CRP) funding programs. TASA includes funding specifically for smaller-scale transportation projects such as pedestrian and bicycle facilities, urban trails, and safe routes to school projects. CRP is a new program established in the Infrastructure Investment and Jobs Act (IIJA) and includes funding for projects designed to reduce transportation emissions. These projects include ITS infrastructure projects, transit projects, and TASA eligible projects.
This funding opportunity will allocate $68.7 million to entities within the six-county CAMPO region through a competitive call for projects. Staff proposes to submit projects that advance the City of Austin’s mobility and climate goals in alignment with the requirements of these funding programs. Candidate projects include:
• funding for Safe Routes to Schools projects
• preliminary engineering (PE) activities to develop a transit enhancement project on Pleasant Valley Road
• installation of signal detection and CCTV cameras at all intersections along the CapMetro, Metro Rapid routes to improve congestion and transit travel time, and
• the design of the Smart Corridor Initiative on South Congress Avenue.
Applications are due by 5:00 P.M. CST on December 20, 2024. Projects will be evaluated and awarded by the CAMPO Transportation Policy Board on June 9, 2025.
If awarded, the City will be required to contribute 20 percent in matching funds. In that event, staff will return to Council in 2025 to seek authorization to accept and appropriate federal funds and identify the funding source for the matching funds.
