Fiscal Note
Funding in the amount of $335,417 is available in the Fiscal Year 2023-2024 Operating Budget of various City departments. Funding for the remaining contract term is contingent upon available funding in future budgets.

The Financial Services Department issued an Invitation for Bids (IFB) 5000 SLW1085 for these services. The solicitation was issued on November 13, 2023, and closed on December 12, 2023. Of the seven offers received, the recommended contractors submitted the lowest responsive offers. The contracts will provide grounds maintenance services for City medians, orphan properties, ponds and creeks, right-of-ways, and urban trails. Maintenance on medians, ponds and creeks, right-of-ways, and urban trails will include labor, equipment, and supervision for routine grass mowing and edging. Services for orphan properties and right-of-ways will include clearing illegal dump sites, mowing high vegetation areas, and removal of debris on neglected private properties or where an owner cannot be identified in response to citizen requests concerning City code violations on private and public properties.
The City intends to reduce greenhouse gas emissions by promoting the use of clean-burning and alternative fuel powered equipment. The City’s Climate Protection team included emissions reduction guidelines within the scope of work which included the use of alternative fuels instead of gasoline in the large engine lawn equipment. Carbon emissions will be reduced by approximately 20-40% compared to gasoline emissions.
These contracts will replace existing contracts expiring May 30, 2024. The requested authorization amount was determined using departmental estimates based on historical spend and anticipated future usage. Abescape Group LLC is a current provider of these services and is a Texas Department of Transportation-certified Disadvantaged Business Enterprise. Corza Construction LLC is a City-certified Minority Business Enterprise.
