Prior Council Action:
April 24, 2025 - Council approved negotiation and execution of Amendment No. 5 to the interlocal agreement (ILA) to extend the contract term.
September 1, 2022 - Council approved negotiation and execution of Amendment No. 2 to the ILA to add $1,320,252 in funding and to extend the contract term.
December 2, 2021 - Council approved negotiation and execution of Amendment No. 1 to the ILA to add $311,167 and add one 12-month extension option.
December 3, 2020 - Council approved a resolution directing the City Manager to support a partnership between Downtown Austin Community Court, the Homeless Outreach Street Team, and Integral Care for expanded behavioral health resources for individuals experiencing homelessness, to identify available resources for expanding behavioral health programs, and to return with the appropriate items to authorize funding these programs.

Additional Backup Information:
This program has expanded upon Integral Care’s continuum of services, ranging from outreach and engagement to permanent housing, by increasing access to specialty mental health, substance use treatment and primary care for individuals experiencing homelessness. Individuals who have the highest needs and greatest acuity on Austin Community Court’s waitlist for Intensive Case Management and those identified and referred by the Homeless Outreach Street Team are prioritized for services.
Approval of this funding would allow Community Court to support continuation of this program at the current operational level for the current agreement period. If this extension is not approved, individuals currently receiving intensive, person-centered, and housing-focused case management services will lose access to these services and the current capacity to provide these services within the community will be reduced.
Amendment No. 5 extended the contract term.
Amendment No. 4 incorporated minor modifications to contract terms in the work statement, performance, and budget to update terms consistent with program evolution.
Amendment No. 3 added an administratively required contract exhibit to the agreement.
Amendment No. 2 added $1,320,252 in one-time funding and extended the agreement 24 months.
Amendment No. 1 enabled the Community Court to continue the agreement for a Specialty Intensive Integrated Management Treatment Team managed by Integral Care, based out of the Terrace at Oak Springs Clinic, for an additional 12-month period.
Community Court recommends adding funding to the contract to sustain this Specialty Intensive Integrated Management Treatment Team, which in turn supports the growing need of individuals experiencing homelessness and expands access to care.
