Austin Financial Services issued an Invitation for Bids solicitation IFB 6100 CLMC1121 for these services. The solicitation was issued on September 8, 2025, and closed on November 6, 2025. Of the 10 bids received, the bid submitted by the recommended contractor was the lowest responsive bid received. The Shoal Creek Trail underpass project was identified as a priority during the public engagement process for Shoal Creek Boulevard in 2019-2020. This segment of the Shoal Creek Trail is identified in the Urban Trails Plan as a Tier I (or high priority) project. The Urban Trails Plan recommends key next steps for building, maintaining, and managing Austin’s urban trail system in an effort to create a world-class trail system. The project consists of construction of a grade separated trail underpass for the Shoal Creek Trail at FM 2222 and wastewater and water line encasements.
The two steel encasements are for future water and wastewater line upgrades and will be installed underneath the trail to allow for maintenance and upgrades without disturbing the trail. The underpass will create a continuous connection to on-street bikeways along Shoal Creek Blvd. and the existing parkland nature trail. Funding for the project is provided by the 2020 Mobility Bond.
In 2018, the Shoal Creek Conservancy released the Shoal Creek Trail Vision to Action Plan, which was later accepted by Austin Transportation and Public Works. The Vision to Action Plan recommends improvements along the existing trail. Additionally, this project aims to improve and extend the Shoal Creek Trail System and will further the goals of the Urban Trails Program.
Due to the potential for scope changes or modifications from unknown field conditions, a 10% contingency in funding has been included to allow for the expeditious processing of any change orders to cover any unforeseen construction costs associated with the project. By authorizing the additional contingency funding, Council is authorizing any change orders within the contingency amount.
There will be limited vehicle lane closures and detours on Shoal Creek Boulevard at FM 2222. The Shoal Creek Trail at FM 2222 will be restricted from public access and a trail detour will be established along Shoal Creek Boulevard during construction.
A delay in approving this item would overlook an important opportunity to increase bicycle and pedestrian safety for the community.
The contract allows 300 calendar days for completion of this project.
