Conduct a public hearing in accordance with Texas Parks and Wildlife Code Chapter 26 and consider a resolution authorizing permanent and temporary changes of use of dedicated parkland, known as Williamson Creek Central and East Greenbelt, for Austin Water to use approximately 407,062 square feet for permanent use and approximately 388,725 square feet for temporary use in order to construct and maintain approximately 18,800 linear feet of wastewater interceptor. Chapter 26 of the Texas Parks and Wildlife Code provides that the use of parkland for non-park purposes may be approved upon findings that there is no feasible and prudent alternative to the use of the parkland and that all reasonable planning has been undertaken to minimize harm to such land.
Austin Water will construct approximately 18,800 linear feet of new 72-inch diameter gravity interceptor tunneled along Williamson Creek. Flow will be diverted from the existing interceptor into the new interceptor to abandon as much of the existing interceptor as possible. There will also be Cure-In-Place Pipeline (CIPP) of 2,700 linear feet of existing 36-inch concrete pipe. The project also includes at least 7,900 linear feet of wastewater mains for 22 cutover lines that will replace the existing interceptor connections and divert the localized flows to the new interceptor.
The temporary use of parkland will not exceed 1,735 calendar days.
Upon Council approval of this item, the Parks and Recreation Department will receive from Austin Water $2,287,068 as mitigation for the permanent and temporary uses of parkland.
The Parks and Recreation Board reviewed the project at the November 25, 2024, meeting and provided a recommendation to City Council. This item is brought forward because there is no feasible and prudent alternative to the use of the dedicated parkland, and all reasonable planning has been and will be taken to minimize harm to such lands. The dates of public notification in the Austin American Statesman were January 5, 12, and 19, 2025.
