The Financial Services Department issued an Invitation for Bids solicitation IFB 6100 CLMC1112 for these services. The solicitation was issued on April 7, 2025, and closed on May 8, 2025. Of the four bids received, the recommended contractor submitted the lowest responsive bid. This contract will be awarded in compliance with City Code Chapter 2-9A (Minority-Owned and Women-Owned Business Enterprise Procurement Program) by meeting the goals with 98.56% MBE and 1.44% WBE participation.

Additional Backup Information:

The existing storm drain located behind residences along Glenn Lane and Slayton Drive is in poor condition and does not have proper access for maintenance. This storm drain improvement project is designed to enhance stormwater management in the Georgian Acres neighborhood.

 

The project involves relocating approximately 1,110 linear feet of existing concrete storm drain from a rear property easement to the street right-of-way along Glenn Lane, Carpenter Avenue, and Slayton Drive. As part of the relocation, a new storm drain system will be installed. Additionally, the project includes rerouting approximately 770 linear feet of 8-inch wastewater line and 250 linear feet of 6-inch water line to meet City standards.

 

Due to the potential for unknown subsurface conditions, a 10% contingency in funding has been included to allow for the expeditious processing of any change orders. A contingency is an additional amount of money added to the construction budget to cover any unforeseen construction costs associated with the project. By authorizing the additional contingency funding, Council is authorizing any change orders within the contingency amount.

 

The project proposes lane closures and detours and the contractor will work to ensure that residents and businesses always have access to their driveways. If access cannot be maintained, written notice of limited access will be provided to the affected property owner(s) at least 24 hours in advance.

 

A delay in contract approval will impact the City’s ability to reduce flood risks for residents in the Georgian Acres neighborhood.

 

The contract allows 180 calendar days for substantial completion of this project.
