Additional Backup Information:

This contract will provide consulting services related to essential electrical, heating, ventilation, and air conditioning, and plumbing equipment and systems at the Combined Transportation, Emergency, and Communications Center (CTECC). CTECC was completed in October of 2003. While routine maintenance and repairs have been performed over the past 20 years, the facility’s critical building systems (chillers, generators, air conditioning systems, etc.) are reaching the end of their life cycle. As part of preventative maintenance, two professional engineering reports were completed by Encotech Engineering Consultants, Inc. first in 2017 and again in 2022. The purpose of these two reports was to assess the system conditions, determine future reliability, and quantify replacement costs for budgeting purposes. The 2022 report recommended immediate replacement for the majority of the building systems.

 

This is a new contract with Encotech Engineering Consultants, Inc. who has extensive CTECC facility knowledge and experience with the building and its stakeholders. The 2022 report estimated the cost to replace all the buildings systems, which includes replacing the critical electrical, heating, ventilation, air conditioning, and plumbing equipment at CTECC to be $8.3 million. Consulting at the level needed for this project is estimated to be 8% of construction costs. Due to budget constraints and the logistics of replacing these critical systems, an 8-year plan to carry out the replacements is required. 

 

A delay in contract approval could impact all operations at the 911 call center and the emergency management capabilities for the organizations operating at CTECC, including COA Public Safety Agencies, COA Homeland Security and Emergency Management, Travis County Sheriff and Constables’ Offices, Travis County Office of Emergency Management, TXDOT, and Cap Metro.
