Authorize two contracts for fire extinguishers and related services for all City departments with Pye-Barker Fire and Safety, LLC and Johnson Controls US Holdings, LLC d/b/a Johnson Controls Fire Protection, LP, each for initial terms of three years with two one-year extension options for total contract amounts not to exceed $1,353,000, divided equally between the contractors, or the departments may choose any contractor that has the available goods and services. Funding: $180,400 is available in various City departments’ Operating Budgets. Funding for the remaining contract term is contingent upon available funding in future budgets.

The Financial Services Department issued an Invitation for Bids solicitation IFB 5000 ALD1011 for these goods and services. The solicitation was issued on September 23, 2024, and closed on October 22, 2024. The recommended contractors submitted the only responsive offers. This solicitation was reviewed for subcontracting opportunities in accordance with City Code Chapter 2-9B (Minority-Owned and Women-Owned Business Enterprise Procurement Program). For the goods and services required for this solicitation, there were no subcontracting opportunities; therefore, no subcontracting goals were established.

Additional Backup Information:
These contracts will provide portable fire extinguishers, fire extinguisher services, and fire extinguisher training courses. The services include as-needed maintenance, repairs, recharging, and recycling of a variety of fire extinguisher types owned by the City. The contracts will allow fire extinguishers to be inspected on a periodic and annual basis, and the inspection and services will be in accordance with all federal, state, and local applicable laws.
The contracts replace a contract expiring February 28, 2025. The requested authorization amount for the contracts was determined using departmental estimates based on historical spend and future usage. One of the recommended contractors is the current provider for these services.
A delay in contract approval may impact the number of serviceable fire extinguishers available in City facilities, risking the safety of personnel and equipment.
