Purchasing Language:
The Financial Services Department issued a Request for Proposals solicitation RFP 5000 GAZ3030 for these services. The solicitation was issued on January 27, 2025, and closed on March 4, 2025. Of the four offers received, the recommended contractor submitted the best evaluated responsive offer. This contract will be awarded in accordance with the City Code Chapter 2-9B (Minority-Owned and Women-Owned Business Enterprise Procurement Program). For the services required for this solicitation, there were no subcontracting opportunities; therefore, no subcontracting goals were established.

This contract is for Bluebeam software services and support. Bluebeam is used for electronic reviews, markup of project plan sets, and file manipulations with a focus on building and site plans for engineers, intake staff, reviewers, and inspectors. The software facilitates a paperless process which increases the accuracy and speed of plan reviews and inspections. Bluebeam software has been in use by the City since 2016 and has proven to be reliable, effective, and user friendly. Its usage across the City has grown consistently through the years.
This contract will replace an existing contract, which expires on November 12, 2025. Estimates are based on annual pricing for licensing and maintenance and support and contingency for growth. The recommended contractor is not the current provider for these services.
An evaluation team with expertise in this area evaluated the offers and scored Applied Technology Group, Inc. dba ATG USA, Inc. or ATG USA as the best to provide these services based on compliance to requirements and value-added services, price, local business presence, and small business presence.
This request allows for the development of a contract with a qualified offeror selected by Council. If the City is unsuccessful in negotiating a satisfactory contract with the selected offeror, negotiations will cease with that provider. Staff will return to Council so that another qualified offeror may be selected, authorizing new contract negotiations.
A delay in contract approval could impact the City’s ability to perform reviews and markup of project plan sets.
