Authorize negotiation and execution of agreements with four agencies to provide senior aging services for a 60-month term ending on September 30, 2030, for a total aggregate amount between the agreements not to exceed $2,073,690, as follows: Central Texas Food Bank for a total contract amount not to exceed $518,420, Family Eldercare Inc. for a total contract amount not to exceed $518,430, The Austin Geriatric Center Inc. d/b/a The Rebekah Baines Johnson Center for a total contract amount not to exceed $518,420, and Asian American Resource Center Inc. d/b/a Asian American Community Health Initiative for a total contract amount not to exceed $518,420. Funding: $414,738 is available in the Austin Public Health’s Operating Budget for the initial year of the agreements. Funding for the remaining years of the agreements is contingent upon available funding in future budgets.

This action will authorize the negotiation and execution of four new social services agreements with four agencies to provide services to the aging population in Austin-Travis County. Services will include mental health support services, food access and meal delivery, financial advocacy, and overall health and wellness. These agreements were awarded via a solicitation process. Austin Public Health’s Request for Proposals 2025-002 Aging Services (RFP) released April 3, 2025, and applications were due May 1, 2025. An optional Pre-Bid Meeting took place on April 8, 2025, and optional office hours were offered on April 10, 2025.
Austin Public Health sent solicitations to over 800 vendors and received 17 proposals, seven of which were recommended for award. Three awards were under the specified council limit and include Meals on Wheels Home Delivered Meals, Integral Care Aging Services, and Family Eldercare Counseling, each awarded the amount of $72,127. The RFP evaluation process set criteria for uniform review of all applications by a separate and independent panel. An evaluation panel comprised of individuals with education and expertise in the given issue area rated each application. Evaluators agreed on the strengths and weaknesses of each application, and each application received a resultant score based on this process. The criteria for evaluation included the following: fiscal and administrative capacity, experience, and cultural competence and racial equity, program design and performance metrics, data-informed program management, and cost effectiveness.
