Funding is available in the Fiscal Year 2025-2026 Austin Transportation and Public Works Capital Budget. This item is projected to result in additional revenue of $1,368,050 in the Fiscal Year 2026-2027 Austin Parks and Recreation’s Capital Budget. There is no net General Fund impact from the payment of the mitigation fee.

Council Committee, Boards and Commission Action:

September 28, 2026 - The Parks and Recreation Board reviewed the request from Austin Transportation and Public Works to authorize a permanent change in use for approximately 121,156 square feet of dedicated parkland in the Country Club Creek West Greenbelt to construct, operate, maintain, and repair roadway and associated improvements. The Board was unable to recommend approval of this project absent additional information regarding community involvement. The Board recommended that the City Council carefully consider unaddressed community outreach and traffic impact issues when determining whether to approve this change in parkland use, on a vote of 8-0. Recommendation No. 20260928-004.

 

Additional Backup Information:

Chapter 26 of the Texas Parks and Wildlife Code provides that the use of parkland for non-park purposes may be approved upon findings that there is no feasible and prudent alternative to the use of the parkland and that all reasonable planning has been undertaken to minimize harm to such land.

 

The South Pleasant Valley Corridor Gap project consists of construction of corridor mobility and safety improvements along South Pleasant Valley Road. The improvements include closing gaps along the corridor with 4 vehicle lanes with transit priority treatments, raised median, all ages and abilities bicycle facilities, and complete missing sidewalks.

 

Upon Council approval of this item, Austin Parks and Recreation will receive $1,368,050 from Austin Transportation and Public Works as mitigation for the permanent use of parkland.

 

The Parks and Recreation Board reviewed the project at the September 28, 2026 meeting and provided a recommendation to City Council. This item is brought forward because there is no feasible and prudent alternative to the use of the dedicated parkland, and all reasonable planning has been undertaken to minimize harm to such lands. The dates of public notification in the Austin American-Statesman were September 29, October 6, 13 2026.
