The Financial Services Department issued an Invitation for Bids solicitation IFB 8700 AAM1010 for these goods. The solicitation was issued on November 25, 2024, and closed on December 17, 2024. Of the seven offers received, the recommended contractor submitted the best value offer. This contract will be awarded in accordance with City Code Chapter 2-9B Minority-Owned and Women-Owned Business Enterprise Procurement Program. For the goods required for this solicitation, there were no subcontracting opportunities and no availability of M/WBEs; therefore, no subcontracting goals were established.

Additional Backup Information:

The contract is for the purchase of rifles and rifle equipment, parts, and accessories to replace the aging inventory of existing rifles and standardize a replacement cycle based on the anticipated five-year service life or 50,000 rounds for the Special Weapons and Tactics (SWAT) team of the Austin Police Department. As with all city owned firearms, the aging inventory will be decommissioned according to the direction outlined in Resolution 20180510-047.

 

The Hodge Defense MOD 2 is utilized by the police department in life-saving missions such as, high risk search warrants, vehicle assaults, hostage rescues, and active shooter situations. The SWAT team averages approximately 100 high risk level operations annually. This specific weapon will allow officers to deploy operations from a longer standoff distance minimizing the potential for loss of life.

A delay in contract approval could impact the replacement schedule and risk the safety of the SWAT officers.
