Prior Council Action:
September 21, 2023 -Council approved amendments to the Community Advisory Committee (CAC) bylaws that updated the member appointment process along with other elements. The CapMetro Board and the Austin Transit Partnership Board approved the same amendments at their respective September meetings.
June 6, 2023 -Council, the CapMetro Board, and the Austin Transit Partnership Board approved amendments to the Project Connect CAC bylaws to allow a member of the CAC to serve after the expiration of the member’s term for up to six months if a replacement has not been appointed.
March 24, 2022 -Council approved the Project Connect CAC Bylaws.
December 18, 2020 -Council approved Resolution No. 20201218-004 and the CapMetro Board approved Resolution No. AI-2020-1402 to jointly establish the CAC.

The Project Connect Community Advisory Committee (CAC) was jointly established by the Austin City Council (Resolution No. 20201218-004) and the CapMetro Board of Directors (Resolution No. AI-2020-1402) in December 2020 to assist the Austin Transit Partnership Board, Council, and the CapMetro Board in, “engaging the community and advising on anti-displacement and equity matters related to Project Connect as well as to assist the community and Council in the creation and evaluation of neighborhood-level anti-displacement strategies and priorities, and the identification of key performance indicators related to equity and displacement and triggers thereof.” The resolution creating the CAC is reflected in the joint powers agreement adopted by the three Project Connect partners, and in the CAC Bylaws, also adopted by all three parties.
On June 6, 2023, Council, the CapMetro Board and Austin Transit Partnership Board approved an amendment to the CAC Bylaws to allow members to remain in place until new members are appointed for a period not to exceed six months. The six-month period ends at the end of 2023, as the current membership was appointed in February 2021 for a two-year term that began July 1, 2021. On September 21, City Council approved amendments to the CAC bylaws that clarify the member appointment and reappointment process, filling of vacancies, membership composition, staff liaison support, and other elements regarding the operation of the CAC. The Austin Transit Partnership and the CapMetro Boards also approved these amendments to the bylaws in September.
Following approval, joint partnership staff commenced the process to appoint new members by opening the CAC membership application on October 16 and holding it open for one month. In November, the Nominating Committee, as specified in the updated CAC bylaws, met to select and recommend a slate of 11 nominees for appointment to the CAC. Per the updated bylaws, this group of appointees will have their initial terms of either two- or four-years determined by lottery. The lottery to determine initial terms will be held at the first meeting of the CAC in January 2024. The Austin Transit Partnership and the CapMetro Boards will consider appointment of the nominees at their December board meetings.
