The Financial Services Department issued an Invitation for Bids solicitation IFB 6100 CLMC1057 for these services. The solicitation was issued on January 13, 2025, and closed on February 13, 2025. Of the nine bids received, the recommended contractor submitted the lowest responsive bid. Additional Backup Information:

This contract is to implement the park development of Ridgeline Neighborhood Park, 10.45 acres of parkland, and located in Williamson County along the border of Cedar Park at 2701 South Lakeline Boulevard. The property is currently an undeveloped forested woodland with upland areas, a wetland ecosystem, and two small streams that run through the park. The park lacks a public sidewalk along the 1,000-foot street frontage at South Lakeline Boulevard. and has several unmarked access points leading to small hiking paths throughout. Community engagement was completed in 2021, the concept plan was approved by the Director for Parks Board in 2022. 

 

Development of the park directly aligns with the department’s goal to provide neighborhood parks to users within a 0.5-mile radius. Numerous recently constructed multi-family apartment complexes along South Lakeline Boulevard and Ridgeline Drive are over 3 miles away from the nearest park property and will directly benefit from allocated parkland dedication funds at Ridgeline Neighborhood Park. 

 

The scope of work for the project will include construction of 1,000 linear feet of a shared use path along South Lakeline Boulevard., an Americans with Disabilities Act (ADA) compliant concrete pavement loop trail measuring over one-third of a mile, two 10-foot by 10-foot concrete low water crossing structures, two ADA compliant picnic tables, eight bike racks, and new water service for a combination drinking fountain/dog bowl. Informative signage and wetland plantings are proposed to provide users with environmental education. Project construction will include all necessary right-of-way and traffic control permits.

 

Construction fencing will be placed surrounding limits of work during construction activities, closing off foot paths and access points to the park. Although the park is currently undeveloped, the closure will temporarily impact residents who use the walking paths.

 

Due to the potential for unforeseen circumstances a 10% contingency in funding has been included to allow for the expeditious processing of any change orders to cover any unforeseen construction costs associated with the project. By authorizing the additional contingency funding, the Council is authorizing any change orders within the contingency amount.

 

The contract allows 300 calendar days for the completion of this project. During construction of the street sidewalk and water tap, traffic control will require closure of one lane on South Lakeline Boulevard.

 

Approval of the construction contract is essential to provide basic recreational amenities, ADA compliance, and deliver improved park amenities. If not approved, the community will continue to be park deficient and lack basic amenities.
