Of the three offers received, the recommended contractor submitted the best evaluated responsive offer. The City currently conducts systems inventory and condition assessments for pavements, bridges, culverts, and sidewalks. The Transportation and Public Works Department intends to add curbs and gutters to this data inventory. The City developed an extensive pilot project to determine performance indicators and develop the curb and gutter data and condition assessment methodology guide and standards to be used on this project.
The consultant will perform a condition assessment of 1,200 concrete curb and gutter miles within the City’s public right-of-way. This is about one quarter of the approximately 5,170 total curb miles within the City’s 2,585 centerline miles of streets. An inventory of curb and gutter geographic information systems (GIS) segments and light detection and ranging (LIDAR) data will be provided by the City through their contractor, CycloMedia. The project is assumed to perform 85% desktop computer-based assessment in the office, and 15% windshield and/or pedestrian field assessment. The additional assessment of curb and gutter assets will be utilized by the City to further plan for capital improvements and spot repair projects across the city.
If this contract is delayed, the assessment to be utilized in planning the City’s maintenance program for curbs and gutters will not be conducted. Additionally, fiscal year 2023 operating budget funding for the project will not be available.
This project is located across various districts within the City of Austin.
This authorization provides for funding of the above listed services. This request allows for the development of an agreement with the qualified responder that Council awards. If the City is unsuccessful in negotiating a satisfactory agreement with the awarded respondent, negotiations will cease with that provider. Staff will return to Council so that Council may award another qualified responder and authorize contract negotiations with that provider.
