Rapid Rehousing (RRH) is a key strategy used to help individuals and families exit homelessness quickly and return to stable housing. It provides short- to medium-term rental assistance and supportive services, such as case management and housing navigation, with a focus on reducing the length of time someone experiences homelessness. RRH is designed for people who do not need intensive, long-term support to maintain housing, and it is a critical tool in the local homeless response system for making homelessness rare, brief, and nonrecurring.
This action will authorize Amendment No. 5 to HSO’s Rehousing Aging Adults agreement with Family Eldercare by adding one-time funds in the amount of $130,000 starting on September 1, 2025. Under this agreement, Family Eldercare transitions clients from homelessness into permanent housing and provides an array of supportive services to support their housing stability. Supportive services include peer support, housing search assistance, financial assistance, and case management. Throughout the span of their contract, Family Eldercare has served 192 unduplicated clients.
Amendment No. 4 added funds in the amount of $882,435 for the period of October 1, 2024, to September 30, 2025.
Amendment No. 3 modified the agreement exhibits and exercised the second extension option in the amount of $959,934 for the period of October 1, 2024, to September 30, 2025.
Amendment No. 2 modified the agreement exhibits for the period of October 1, 2023, to September 30, 2024.
Amendment No. 1 exercised the first extension option in the amount of $959,934 for the period of October 1, 2023, to September 30, 2024.
The original agreement was approved for an initial term of 12 months ending on September 30, 2023, in an amount not to exceed $959,934, with four 12-month extension options in a total amount not to exceed $3,839,736, for a total agreement amount not to exceed $4,799,670.
This agreement was awarded through the Request for Proposals (RFP) 2022-001 Homeless Housing Stabilization Services. Over 650 vendors were solicited, resulting in the receipt of nine rapid rehousing proposals. Of the nine rapid rehousing proposals submitted, five were awarded funding from the Austin Public Health Department Operating Budget.
