September 1, 2022 - Council approved negotiation and execution of Amendment No. 2 to the interlocal agreement with the Austin Travis County Mental Health Mental Retardation Center d/b/a Integral Care for the Homeless Health and Wellness Center program, which offers behavioral health services integrated with primary care, to extend the term of the agreement to December 31, 2024 and to increase funding in the amount of $1,320,252, for a total contract amount not to exceed $1,890,725, on an 11-0 vote.
December 2, 2021 - Council approved negotiation and execution of Amendment No. 1 to the interlocal agreement with the Austin Travis County Mental Health Mental Retardation Center d/b/a Integral Care for the Homeless Health and Wellness Center program, which offers behavioral health services integrated with primary care, to add one 12-month renewal option, in the amount of $311,167, effective January 1, 2022, for a total contract amount not to exceed $570,473, on an 11-0 vote.
December 3, 2020 - Council approved a resolution directing the City Manager to support a partnership between Downtown Austin Community Court, the Homeless Outreach Street Team, and Integral Care for expanded behavioral health resources for individuals experiencing homelessness, to identify available resources for expanding behavioral health programs, and to return with the appropriate items to authorize funding these programs, on an 11-0 vote.

Additional Backup Information:
This program has expanded upon Integral Care’s (IC) continuum of services ranging from outreach and engagement to permanent housing by increasing access to specialty mental health, substance use treatment, and primary care for individuals experiencing homelessness. Individuals that have these highest needs and greatest vulnerability on DACC’s waitlist for Intensive Case Management and those identified and referred by the Homeless Outreach Street Team (HOST) are prioritized for services.
Approval of this item would allow DACC to support continuation of this program. There is still funding capacity within the existing contract due to lower referrals made to the program; extending the contract term will enable DACC to serve individuals beyond the originally anticipated contract end date and continue services for current clients. If this extension is not approved, individuals currently receiving intensive, person-centered and housing-focused case management services will lose access to these services, and the current capacity to provide these services within the community will be reduced.
Amendment No. 4 incorporated minor modifications to contract terms in the work statement, performance, and budget to update terms consistent with program evolution.
Amendment No. 3 added an administratively required contract exhibit to the agreement.
Amendment No. 2 added $1,320,252 in one-time funding and extended the agreement 24 months.
Amendment No. 1 enabled the DACC to continue the agreement for a Specialty Intensive Integrated Management Treatment Team managed by Integral Care (IC), based out of the Terrace at Oak Springs Clinic, for an additional 12-month period.
DACC recommends extending the contract term to sustain this Specialty Intensive Integrated Management Treatment Team, which in turn supports the growing need of individuals experiencing homelessness and expands access to care.
