Austin Financial Services issued an Invitation for Bids solicitation IFB 6100 CLMC1145 for these services. The solicitation was issued on December 1, 2025, and closed on February 5, 2026. Of the eight bids received, the bid submitted by the recommended contractor was the lowest responsive bid. This storm drain improvement project will upgrade and improve the storm drainage outfall along South Pleasant Valley Road to Williamson Creek, which has experienced documented flooding of houses and yards near the Dove Springs/Brassiewood neighborhood detention pond.
The new storm drainage pipe will provide a higher capacity outfall at Williamson Creek and relieve flooding at the existing neighborhood detention pond. This work consists of the installation of approximately 900 linear feet of storm drain in public right-of-way, relocation of 750 linear feet of water and wastewater utilities, and construction of soldier pile wall and rock riprap basin at the Williamson Creek outfall.
This item includes one allowance of $20,000 to be used to address contaminated soil and groundwater. An allowance is an amount that is specified and included in the construction contract or specifications for a certain item(s) of work when details are not determined at the time of bidding.
Due to the potential for unknown conditions, a 10% contingency in funding has been included to allow for the expeditious processing of any change orders to cover any unforeseen construction costs associated with the project. By authorizing the additional contingency funding, Council is authorizing any change orders within the contingency amount.
The project proposes lane closures and detours. The contractor will work to ensure that residents and businesses have access to their driveways at all times. If access cannot be maintained, written notice of limited access will be provided to the affected property owner(s) at least 24 hours in advance.
This construction contract is critical to the improvement of the City’s storm drain system to prevent major flood impacts for residents and could leave the neighborhood vulnerable to severe flooding and jeopardize public safety if delayed.
The contract allows 240 calendar days for completion of this project.
