March 26, 2020 - Council approved a professional services agreement with five firms for the 2020 Development Services Department Construction Materials Engineering Services Rotation List.

Additional Backup Information:

As a standard business practice, the City routinely engages the services of professional engineering firms to perform analysis, design, and support services associated with construction or improvement of City capital assets. Rotation List contracting allows the City to always have a group of qualified consultants available to perform a specific type of recurring work in a timely manner to meet the project and operational needs of the City.

 

Development Services Department provides construction inspection services for site and subdivision projects constructed by private development within the City’s jurisdiction. To confirm that construction complies with City standards, Development Services Department uses labs on this construction material testing rotation list to perform field tests on new streets, water, wastewater, and drainage facilities for these private development projects. Materials testing assesses the properties of soils, asphalt/concrete, and other materials being constructed.

 

This amendment is needed as construction materials engineering for Capital Improvement Program projects, including site and subdivision projects, are being performed under this Rotation List. Due to consultant rate increases and unplanned new requests, the remaining contract authority on this Rotation List has been depleted more rapidly than anticipated and will be exhausted in the near future. 

 

Development Services Department is actively engaged in multiple development projects with the firms on this Rotation List. To ensure the best use of City resources, it is most efficient to continue using the existing firms for these active projects. Development Services Department is working in collaboration with Capital Procurement to determine the best timeframe to solicit a new Construction Materials Engineering Services Rotation List.

 

Public impact is anticipated to be minimal for each project assigned from this Rotation List.

 

If this Rotation List is not amended to add additional authority at this time, City development projects will likely be delayed and/or negatively impacted.
