Prior Council Action:

November 30, 2023 - Council authorized the negotiation and execution of Amendment No. 3 to the interlocal agreement with Austin Independent School District to fund and administer the CDBG Teen Parent Child Care Program by adding $63,028 to the current term and adding S63,028 to the one remaining 12-month renewal option, for a revised total agreement amount not to exceed $698,500 on a 10-0 vote with Council Member Ryan Alter absent.

 

January 26, 2023 - Council authorized the negotiation and execution of Amendment No. 2 to the interlocal agreement with the Austin Independent School District to provide childcare services, parent training, and school attendance and performance monitoring, to add funding in an amount not to exceed $4,004 to the current term and to add $4,400 for each of the two renewal options, for a revised total agreement amount not to exceed $572,444 on an 11-0 vote.


September 30, 2021 - Council authorized the negotiation and execution of an interlocal agreement with Austin Independent School District to fund and administer the Community Development Block Grant Teen Parent Services Program, in an amount not to exceed $139,910, for an initial 12-month term ending on September 30, 2022, and three 12-month extension options not to exceed $139,910 per extension option, for a total agreement amount not to exceed $559,640 on an 11-0 vote.

Additional Backup Information:

Approval of Amendment No. 4 will provide high-quality infant and toddler childcare, parent training, and monitoring of teen parent attendance and performance in school for clients, for the term beginning on October 1, 2024, to September 30, 2025. The Housing Department increased this agreement’s funding from Fiscal Year 2023-2024. The City’s 2024-2029 Consolidated Plan notes the need for childcare assistance for low-income families. Parents participating in the Community Development Block Grant Teen Parent Child Care Program must be low-income teenagers who are attending middle school or high school and are residents of Austin, Texas. The Housing Department has designated the Austin Independent School District as a subrecipient for the federal Community Development Block Grant Teen Parent Services Program contract for Fiscal Year 2024-2025 based upon their experience of more than 18 years. The federal contract will be administrated by the Austin Public Health Department.
