Additional Backup Information:

The City of Austin owns and operates a reclaimed water system which takes highly treated wastewater effluent from its wastewater treatment plants and provides that water for non-potable uses to offset potable water demand. The City and Travis County propose to execute an interlocal cooperation agreement regarding the construction of oversized reclaimed water mains to provide reclaimed water service to the County’s Civil and Family Court Building (“TCCFC”) building at 1700 Guadalupe Street and the Probate Court Building (“TCPC”) building at 200 West 8th Street. Austin Water has existing reclaimed water mains within East Martin Luther King, Jr. Boulevard and West 7th Street, from which extensions will be made to serve TCCFC and TCPC.

The City is proposing to oversize the reclaimed water mains in order to serve additional properties within the Central Service reclaimed water pressure zone consistent with the City’s long-range planning goals for this area. If approved by City Council, the City will perform the work, including design, permitting, and construction of these mains and the County will reimburse the City for its proportionate share of the oversized reclaimed water mains.

The proposed oversized improvements include:

Construction of approximately 2,750 feet of 16-inch reclaimed water main from the existing 12-inch reclaimed water main at East Martin Luther King, Jr. Boulevard and San Jacinto Boulevard, extending west along East Martin Luther King, Jr. Boulevard, south along San Antonio Street, east along East 18th Street, and terminating near the Guadalupe Street intersection.

Construction of approximately 850 feet of 12-inch reclaimed water main from the existing 12-inch reclaimed water main in West 7th Street, extending east along West 7th Street, north along Lavaca Street, east along West 8th Street, and terminating near the Colorado Street intersection.

The preliminary cost estimate for design and construction of the proposed reclaimed water mains is $4,400,000.  The City’s proportionate share of the project components based on oversizing will be:

No greater than 62.5% of the costs of design, permitting, and construction of the 16-inch reclaimed water main and appurtenances (the minimum pipe diameter of six inches required to serve TCCFC oversized to 16 inches); and

No greater than 50% of the costs of design, permitting, and construction of the 12-inch reclaimed water main and appurtenances (the minimum pipe diameter of six inches required to serve TCPC oversized 12 inches).

The proposed project will conform to the City’s design criteria and construction standards and will follow the City’s standard bidding practices and procedures, including the minority-owned business enterprise procurement program found in Title 2 of the City Code and Texas Local Government Code Chapters 212 and 252.

The proposed project will be managed by Austin Water and is located in zip code 78701, in City Council District 9.
