Procurement Language:

Multiple cooperative purchase programs were reviewed for these goods. Austin Financial Services and Austin Police have determined these contractors best meet the needs of Austin Police to provide these goods required for the City.

 

MBE/WBE:

Cooperative agreements are exempt from the City Code Chapter 2-9B (Minority-Owned and Women-Owned Business Enterprise Procurement Program); therefore, no subcontracting goals were established.

Additional Backup Information:

These contracts will provide ammunition, firearms, and firearm accessories for Austin Police officers and cadets to use while on duty and during firearm training. These items are necessary to maintain compliance with annual qualification requirements, which mandate that Austin Police officers qualify each year with all authorized weapons, including handguns, shotguns, and rifles, in accordance with applicable state statutes and departmental policies. The contracts are also needed to maintain sufficient ammunition inventory and support the purchase of additional weapons for officers and future cadet classes.

 

These contracts will replace existing contracts that expired on March 31, 2026. The requested authorization amount was determined using departmental estimates based on historical spending, qualification requirements, cadet training schedules, and anticipated future usage. Three of the recommended contractors are current providers of these goods. 

 

The Texas Association of School Boards, Inc. (BuyBoard) cooperative is a cooperative purchasing association recognized under Texas procurement statutes. Cooperative associations, themselves or using a lead government, competitively solicit and award contracts that are eligible for use by other qualified state and local governments. Due to their substantial volumes, larger than any one government could achieve independently, cooperative contracts routinely include superior terms, conditions, and pricing. Use of cooperative contracts also results in lower administrative costs and time savings.

 

If the City is unable to secure a contract, Austin Police may experience operational delays and be unable to maintain required training and qualification standards. As with all city owned firearms, the aging inventory will be decommissioned according to the direction outlined in Resolution 20180510-047.
