Additional Backup Information:

The conversion of the hotel to bridge housing is in need for exterior renovations to address the lack of accessibility and ensuring a safer, more functional environment for residents and visitors. Currently, there is no accessible route from the exterior of the building to the sidewalk, which impedes access for individuals with mobility challenges and does not meet with the Americans with Disabilities Act standards.

 

The renovations will include the creation of an accessible pathway, modifications to the ramp and entrance, lighting improvements, security measures reconfiguring and striping of the parking lot, and a site security fence will be installed. Additionally, the scope also includes adding screening for one dumpster.

 

According to state statute, the City must obtain approval from Council for any individual job order assignment that exceeds $500,000. Although this assignment was initially under $500,000, this request is for additional authorization for accessibility and safety improvements for a total assignment amount not to exceed $600,000.

 

Job Order Contracting is a highly responsive contracting method that allows for services where the work is for indefinite time and indefinite quantities and where job order assignments are awarded substantially based on pre-described and pre-priced tasks. Work may consist of facility maintenance, repair, alteration, renovation, remediation, or minor construction of City facilities.

 

The absence of the proposed security screen for the fence, dumpster modifications, and parking markings and railing would compromise the safety, privacy, and overall functionality of the space, negatively impacting residents' quality of life. Without these improvements, the project would not meet the City's accessibility and safety goals.
