Prior Council Action:

October 16, 2014 - Council approved Resolution No. 20141016-062 authorizing the creation of the South Congress Preservation and Improvement District (PID). 

 

March 21, 2024 - Council approved Resolution No. 20240321-045 reauthorizing the PID. 

 

July 18, 2024 -Council approved Ordinance No. 20240718-124 adopting the PID Service and Assessment Plan and Budget update for 2025.

 

June 5, 2025 - Council approved Ordinance No. 20250605-024 setting the calendar year 2026 rate of assessment and proposed calendar year 2026 assessment roll for the PID.

This action will approve the ordinance adopting the proposed PID Service and Assessment Plan and Budget for 2026, as provided to the City by the South Congress Improvement Association. State law requires Council approval of the Service and Assessment Plan and Budget, which serves as the basis for the 2026 assessment roll. The PID assessment will provide services in the following areas: Public Safety; Infrastructure and Physical Environment (maintenance and improvements); Marketing, Fundraising, and Economic Development; and Administration and Membership Development. 

 

The South Congress Improvement Association submitted a 2026 budget for the PID in the amount of $301,786. The amount includes $283,985 in 2026 assessments (at an 85% collection rate) from the 2026 assessment roll, $14,458 from prior-year revenue collections, $2,679 City contribution in lieu of paying an assessment on City-owned tax exempt property and other City priorities, $4,312 interest accrued and late payments in the South Congress PID Account and less $3,648 in City and County fees.  

 

Approval of the proposed PID Service and Assessment Plan and Budget, and the ordinance adopting an assessment rate and assessment roll, are part of the annual process of approving PID assessments and subject to Council approval in the Fiscal Year 2026 Budget. Appropriation of $301,786 in the Economic Development Department Special Revenue Fund will require Council authorization.
