Of the eight bids received, the bid submitted by the recommended contractor was the lowest responsive bid received. The Oak Acres subdivision is a part of a project area that is ranked first on Austin Watershed Protection’s priority list for local flood hazard mitigation. The main objective of this project is to mitigate local flooding and to improve roadway access to the neighborhood during large storm events. The entrance road to Oak Acres serves as the single point of access to the neighborhood, and contains a low water crossing of Gaines Tributary that can become impassable due to flooding, cutting off emergency access during flood events.
Several drainage channels and driveway culverts within the neighborhood are currently undersized. The project improves the existing low water crossing by installing a new bridge that will raise the crossing elevation by approximately three feet. This enhancement will allow the roadway to remain passable during rainfall events of up to 12 inches within a 24-hour period. In addition, the project includes approximately 3,800 linear feet of storm drainage improvements. These improvements involve increasing the capacity of the drainage channels and driveway culverts to reduce overland flow and minimize street and yard flooding under existing conditions. The scope also includes the removal of invasive plant species that are currently growing within Gaines Tributary. In addition to the improvements of the low water crossing, utility upgrades and relocations are required as a result of the revisions of the drainage channel profile.
This contract will include award of an alternate bid item for a geotechnical monitoring system. An alternate bid is a specified item of the construction work that is priced separately and may be awarded as part of the contract, if the bids come within the specified budget.
Due to the potential for unknown subsurface conditions a 10% contingency in funding has been included to allow for the expeditious processing of any change orders to cover any unforeseen construction costs associated with the project. By authorizing the additional contingency funding, Council is authorizing any change orders within the contingency amount.
During construction the contractor will install traffic signage and barricades to safely direct vehicles. During the bridge construction phase, traffic will be reduced to a single lane for approximately six months. The contractor will coordinate work to ensure that residents have continuous access to their driveways.
This construction contract is time sensitive and is a critical component of this local flood risk reduction project.
The contract allows 450 calendar days for completion of the project.
