Austin Financial Services issued an Invitation for Bids solicitation IFB 6100 CLMC1126 for these services. The solicitation was issued on July 28, 2025, and closed on September 25, 2025. Of the six bids received, the bids submitted by the recommended contractor was the lowest responsive bid received. The Travis Heights Reclaimed Main project is identified in Austin Water’s 2011 Reclaimed Water Infrastructure Master Plan Update and the 2013 Completing the Core plan as a construction project necessary to complete a core loop through downtown Austin. Completing the core loop interconnects Austin Water’s reclaimed water systems north and south of the Colorado River which connects to the line from the Montopolis Reclaimed Water Reservoir and Pump Station and to the planned South 1st Street Reclaimed Water Main project.

 

The Travis Heights Reclaimed Water Main Project will add 4,500 linear feet of reclaimed water main to Austin Water's reclaimed water system. Reclaimed water is wastewater that has been treated to a high quality and used for non-potable purposes such as irrigation, flushing toilets, and evaporative cooling. 

 

This item includes two allowances. An allowance of $25,000 will be used to address any contaminated soil or groundwater and an allowance of $9,000 will be used to address the installation of any reclaimed water service installations. An allowance is an amount that is specified and included in the construction contract or specifications for certain items of work when details are not determined at the time of bidding.

 

Due to the potential for unforeseen and unknown conditions inherent in underground utility construction and the need to minimize construction duration and equipment downtime, a 10% contingency in funding has been included to allow for the expeditious processing of any change orders to cover any unforeseen construction costs associated with the project. By authorizing the additional contingency funding, Council is authorizing any change orders within the contingency amount. 

 

This project proposes temporary and long-term lane closures and detours during construction of the reclaimed water mains. The contractor will install appropriate traffic detour signs and barricades to direct traffic and will work to ensure that residents and businesses always have access to their driveways. Customers will be notified at least 48 hours in advance of planned service interruptions.

 

A delay in approving this contract may impact the City’s ability to provide reliable water service. 

 

The contract allows 540 calendar days for completion of this project.
