The Firefighters’, Police Officers’ and Emergency Medical Services Personnel’s Civil Service Commission (Commission) was established to ensure general compliance with applicable provisions of Texas Local Government Code, Chapter 143 (Municipal Civil Service for Firefighters and Police Officers); the local Civil Service Rules established by the Commission; and any current agreements between the City and associations representing firefighters, police officers, and emergency medical services personnel. The Commission may take action on matters related to promotion, appeals of promotional exams, and suspension and termination, as well as other matters regarding firefighters, police officers, and emergency medical services personnel in accordance with the above-mentioned statutes, rules, and agreements.
Pursuant to Texas Local Government Code, Section 143.006 (Implementation; Commission), the City’s chief executive appoints three Commissioners for staggered terms, with the appointments confirmed by Council. The municipality’s chief executive may reappoint a commission member to consecutive terms, with more than three consecutive terms requiring confirmation by a two-thirds majority of the City Council.
In accordance with applicable provisions of Chapter 143, the City Manager has reappointed Jolsna Thomas, current member of the Commission with a term ending on October 31, 2026, to a new three-year term. Council is requested to confirm the reappointment of Jolsna Thomas for a term beginning on November 1, 2026, and ending on October 31, 2029. Ms. Thomas meets the statutory prerequisites for appointment to the position.
