The Austin Transportation and Public Works Department is implementing critical safety and mobility improvements at the FM 969 (Martin Luther King Jr. Boulevard) and Heflin Lane/Springdale Road intersection, US 183 (Ed Bluestein Boulevard) and Manor Road/Springdale Road, SH 71 (Ben White Boulevard) and Todd Lane/Burleson Road, and the US 183 and Cameron Road intersections. TPW has identified these locations as high-crash intersections from the 2020 Mobility Bond priority list. Staff have engaged with the Texas Department of Transportation (TxDOT) to review the design concepts for all locations because TxDOT has jurisdiction over portions of FM 969, SH 71, and US 183. An executed local on-system project improvement agreement is needed for each project location to secure approval from TxDOT for the proposed improvements. The scope of work for each project is provided below.

FM 969 and Heflin Lane/Springdale Road improvements include installation of a new raised concrete median, driveway modifications, smart right turn lane, transit stop relocations/upgrades, pedestrian crossings with Americans with Disabilities Act (ADA) ramps, updated bicycle facilities, and all associated signage and pavement markings. This project is currently in design, with construction anticipated in 2025.

US 183 and Manor Road/Springdale Road improvements include installation of raised concrete medians, smart right turns, travel lane alignments, pedestrian crossings with ADA ramps, updated bicycle facilities, and all associated signage and pavement markings. This project is currently in design, with construction anticipated in 2025.

SH 71 (Ben White Boulevard) and Todd Lane/Burleson Road improvements include installation of raised concrete median and driveway closure for access management, travel lane reassignments, curb bulb-outs for safer right turns, and updated bicycle and pedestrian facilities with ADA ramps, and all associated signage and pavement markings. The project is currently in design, with construction anticipated in 2024.

US 183 eastbound and westbound Service Roads (East Anderson Lane) and Cameron Road improvements include modification of right turns to install smart rights with pedestrian crossings islands, continental crosswalks, and ADA ramps, and all associated signage and pavement markings. This project is currently in design, with construction anticipated in 2024.

These projects are solely funded using 2020 Mobility Bond, Intersection Safety/Vision Zero Program funds. This funding will enable the implementation of these needed traffic controls to improve safety and mobility for all road users. The total estimated cost for the four projects is $3,122,004 plus cost overruns. The City’s estimated funding share is $2,848,463   plus cost overruns. TxDOT’s estimated funding share is $273,541. TxDOT will be contributing in-kind with engineering, environmental, utility, and right of way reviews and approvals needed for the City to construct the projects.
