The Financial Services Department issued a Request for Proposals solicitation RFP 6200 LRH3005 for these services. The solicitation was issued on December 9, 2024, and closed on January 14, 2025. Of the five offers received, the recommended contractor submitted the best evaluated responsive offer. This solicitation will be awarded in compliance with  City Code Chapter 2-9B (Minority-Owned and Women-Owned Business Enterprise Procurement Program). For the services required for this solicitation, there were no subcontracting opportunities; therefore, no subcontracting goals were established.

Additional Backup Information:

This contract will provide software and services for the Transportation and Public Works Department (TPWD). The maintenance and support include video management systems software and hardware maintenance, repairs, and installation services to manage the City’s arterial streets.

 

The City maintains and operates over 1,100 intersections with traffic signals. The Genetec Video Management System is integrated with TPWD’s Mobility Management Center’s traffic analytic software, allowing for monitoring and evaluation of potential traffic issues or concerns and enabling TPWD to make signal adjustments to minimize traffic bottlenecks and ensure traffic safety. The Genetec Video Management System also allows other City groups to conduct traffic research for ongoing City projects as they relate to traffic. 

 

An evaluation team with expertise in this area evaluated the offers and scored Mobile Communications America, Inc. d/b/a MCA as the best to provide these services based on project and concept, experience, price, local business preference and small business preference.

 

A delay in contract approval could impact TPWD’s ability to ensure efficient management of traffic and traffic safety.
