This action will authorize Austin Homeless Strategies and Operations to negotiate and execute amendment No. 4 to an agreement with Sunrise Community Church d/b/a Sunrise Homeless Navigation Center to add an amount not to exceed $250,000, for a revised total agreement amount not to exceed $1,000,000 to provide outreach services.

 

This funding will support provision of in-depth services to two distinct populations within the IH-35 - Oltorf area: (i) individuals experiencing unsheltered homelessness and (ii) families experiencing homelessness who have children enrolled in local schools. This funding will help connect clients to stabilizing systems of care, provide resources to meet basic needs, and, when possible, assist households to resolve homelessness through housing navigation services and minimal financial assistance.

 

This agreement was awarded through the Request for Proposal 2022-004 Homeless Crisis Response Services. The request for proposal was prepared by Austin Homeless Strategies and Operations and released on March 31, 2022. Two optional pre-bid meetings were held on April 4 and April 5, 2022. In addition, two optional virtual office hours meetings were held on April 12 and May 3, 2022. Over 650 vendors were solicited, resulting in 15 proposals submitted. Of the 15 submitted, five proposals related to street outreach service and four proposals were awarded.

 

The application evaluation process used set criteria to uniformly review all applicants evaluated by a separate and independent panel. A review panel comprised of individuals with expertise in the issue-area rated each application. Evaluators agreed upon strengths and weaknesses of each application, and each received a resultant score based on this process. The criteria for evaluation included the following: fiscal and administrative capacity; experience and cultural competence and racial equity; program design and performance metrics; data-informed program management; and cost effectiveness.

 

Amendment No. 3 exercised the third extension option for an amount not to exceed $150,000 for the period of October 1, 2025, to September 30, 2026.  

 

Amendment No. 2 exercised the second extension option for an amount not to exceed $150,000 for the period of October 1, 2024, to September 30, 2025.  

 

Amendment No. 1 exercised the first extension option for an amount not to exceed $150,000 for the period of October 1, 2023, to September 30, 2024.  

 

The original agreement was approved for an initial term of 12 months ending on September 30, 2023, for $150,000, with up to four 12-month extension options for an amount not to exceed $150,000 each, for a total agreement amount not to exceed $750,000.
