Prior Council Action:

December 9, 2021 - Council authorized negotiation and execution of an interlocal agreement with Travis County for the City’s provision of animal services for a 12-month period beginning October 1, 2021, on an 11-0 vote.

 

September 29, 2022 - Council authorized negotiation and execution of an amendment to the interlocal agreement with Travis County for the City’s provision of animal services for a three-month term beginning October 1, 2022, on an 8-0 vote with Council Members Harper-Madison and Kitchen off the dais and Council Member Fuentes absent.

 

September 21, 2023 - Council authorized negotiation and execution of an amendment to the interlocal agreement with Travis County for the City’s provision of animal services for a 12-month term beginning October 1, 2023, on an 11-0 vote.

 

November 30, 2023 -- Council authorized negotiation and execution of an amendment to the interlocal agreement with Travis County for the City’s provision of animal services for a 12-month term beginning on December 1, 2023, on a 10-0 vote with Council Member Ryan Alter absent.

 

January 30, 2025 - The motion authorizing the negotiation and execution of an amendment to the interlocal agreement with Travis County was approved on consent on Council Member Qadri's motion, Mayor ProTem Fuentes' second on an 11-0 vote.

Additional Backup Information:

The City’s Animal Services Office has provided animal services throughout the unincorporated areas of Travis County pursuant to various agreements with Travis County since 1985. City and County staff worked together for several years to consolidate the patchwork of agreements and amendments for these services, resulting in an interlocal agreement that was approved by the County Commissioners Court and Council on September 27, 2007, and October 18, 2007, respectively. The original interlocal agreement was renewed several times prior to adoption of the current interlocal agreement on December 9, 2021.

 

Pursuant to this amendment, the Animal Services Office will continue to provide animal protection, shelter services, wildlife mitigation services, and public education to Travis County residents residing in the unincorporated areas of Travis County. The amendment will cover October 1, 2024 to September 30, 2025, increase the amount available for spay and neuter services, require Travis County to pay $431,368.00 upfront for spay and neuter services, and update the following exhibits:
