Fiscal Note

Funding in the amount of $718,750 is available in the Fiscal Year 2022-2023 Operating Budget of various City departments. Funding for the remaining contract term is contingent upon available funding in future budgets.

Additional Backup Information:

These contracts are currently used by numerous City facilities and departments including Austin Water, Austin Energy, the Parks and Recreation Department, Austin Public Library, Austin Public Health, Austin Resource Recovery, Austin Convention Center Department, Municipal Court, and the Department of Aviation for unarmed security guard services. Additional authority on these contracts will allow for continued security guard services to monitor secured areas and to ensure that all visitors, employees, infrastructure, and equipment are safeguarded.  

 

As part of the Fiscal Year 2022-2023 Budget, the lowest hourly rate paid to City employees wage was increased to $20.00 per hour. In accordance with Resolution No. 20150618-091, the City’s Living Wage rate for employees is mirrored in all contracts subject to the City’s Living Wage program. Although these contracts were authorized by Council shortly before the start of Fiscal Year 2022-2023, at the prior $15.00 per hour Living Wage rate, staff were able to adjust the contract pricing by the time of contract execution to include the new $20.00 per hour Living Wage rate. As the contracts were authorized based on the prior lower Living Wage rate, contract expenditures exceeded prior estimates. Additional authority is also needed to support new service locations, extended business hours at various facilities, and added unanticipated services at Austin-Bergstrom InternationalAirport and homeless and domestic violence shelters.

 

If the proposed amendments are not approved, the City will not have sufficient funds for the remaining contract terms to support unarmed security guard services.
