The requested action is for Council to ratify the contract with Jay-Reese Contractors Inc., which has been procured under authority of Section 252.022(a) (2) of the Texas Local Government Code as a procurement necessary to protect or preserve the public health and safety of the citizens of Austin.

 

The Palmer Events Center Parking Garage requires repairs to address spalling concrete that poses both life safety concerns and risks of damage to personal property. There are several embedded connectors that are spalling, and concrete has fallen between floors of the parking garage. Several columns are experiencing column distress at the top and additional concrete spalling. The deflection limiters at the expansion joints are damaged leading to excessive deflection. If not corrected, the double-tee structures will be damaged and lead to more expensive repairs. The existing stair nosing connection has failed on several stairs in the garage leading to a safety concern and needs to be addressed to reduce trip hazards that currently exist. 

 

The extent and depth of the cracks, delamination, and concrete spalling is affecting the structural integrity of the garage. Wiss, Janney, Elstner Associates, Inc., a forensic engineering consultant, conducted an investigation to evaluate the existing structural condition and revealed defects that need to be addressed before they lead to more expensive repairs and cause the garage to be closed due to life safety hazard. Wiss, Janney, Elstner Associates, Inc. has provided repair documents regarding the structural defects that were identified during the investigation. 

 

The repair design required specialized concrete demolition, reinforcement installation, and a complex shoring system. Jay-Reese Contractors, Inc., specializes in complex structural concrete repairs, was selected to restore the structural integrity of the parking garage.
