This contract was reviewed for subcontracting opportunities in accordance with the City Code Chapter 2-9B (Minority-Owned and Women-Owned Business Enterprise Procurement Program). For the services required for this contract, there were no subcontracting opportunities; therefore, no subcontracting goals were established.

Additional Backup Information:
The contract will provide sterilization and wellness related services to community cats as mandated by the Council adoption of the No Kill Implementation Plan. The Austin Humane Society (AHS) is currently the only experienced organization providing these services at the volume the City's program requires. Their medical clinic can accommodate a high volume of approximately 60 cat surgeries per day. Private veterinarian clinics do not have the capacity or feral cat handling experience required for this program.
Austin Animal Services has partnered with the AHS to provide sterilization and wellness services for community cats since March 2010. Stray cat intakes at the shelter and cats trapped by volunteer trappers are currently transported to AHS for services and returned to their original territory location. AHS has performed over 50,000 community cat sterilizations and wellness care services since 2007. This contract supports the Spay and Neuter priority in Austin Animal Services’ 5-Year Strategic Plan.
This contract will replace a contract which expires January 29, 2026. The recommended Contractor is the current provider of these services. The requested authorization amount was determined based on departmental needs and the Contractor’s quote.
A delay in contract approval could impact the City’s ability to manage the feral cat population.
