October 18, 2007 - Council approved Ordinance No. 20071018-008 electing to participate in the Texas Enterprise Zone Program.
November 4, 2010 - Council approved Ordinance No. 20101104-046 amending its program to identify additional local incentives for the Texas Enterprise Zone Program.
November 14, 2019 - Council approved Ordinance No. 20191114-068 amending its program to identify additional local incentives for the Texas Enterprise Zone Program.
August 29, 2024- Council approved Ordinance No. 20240829-154 amending its program to identify updated local incentives for the Texas Enterprise Zone Program.

St. David’s Healthcare Partnership, L.P., LLP (St. David’s) provides healthcare services to patients of all ages with a wide variety of medical conditions. The hospital system employes 10,750 people across the United States, of which 1,720 employees are located at the facility located on Ben White Boulevard. Over the next five years, St. David’s anticipates job retention of all current jobs and creation of ten new jobs. The investment will allow St. David’s to invest over $164 million to build a new four-story tower to expand surgical and bed capacity. St. David’s expects to retain existing and create new full-time jobs for benefit under the Enterprise Zone Program. St. David’s will be seeking a benefit for creating 10 full-time positions and retaining 490 full-time positions. This location is not located within an Enterprise Zone and will require 35 percent of the jobs for the program to be held by residents from disadvantaged groups.
The State Enterprise Zone designation would not include any additional incentive from the City. Although the City is required to nominate a company, the State is ultimately responsible for the designation. If designated by the State, St. David’s will be eligible for a refund of State sales and use taxes.
This item requests the Council’s support of a Texas Enterprise Zone Single Designation. St. David’s seeks to submit its Texas Enterprise Zone Application to the Office of the Texas Governor for the March 3, 2025, application round.
