In Fiscal Year 2025-2026, the City expects to receive continued federal funding through four U.S. Department of Housing and Urban Development (HUD) formula grant programs: Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Emergency Solutions Grants (ESG), and Housing Opportunities for Persons with AIDS (HOPWA).
HUD has announced the City is eligible for the following grants:
- CDBG: $7,321,442
- HOME: $3,272,549
- ESG: $634,865
- HOPWA: $2,811,782
Total: $14,040,638
In order to receive these grants, the City must submit an annual action plan to HUD that provides an overview of the community needs, resources, priorities, and proposed activities with regard to housing, community development, and public services. The City’s full Draft Action Plan, including the proposed funding table, is available in the backup to this item.
In accordance with the City’s Citizen Participation Plan, a total of four public hearings were held to gather input from the public: two in front of the Community Development Commission and two in front of Council. The Draft Action Plan was made available for public comment from May 26, 2025, to June 30, 2025, via a Speak Up Austin! webpage.
This item requests Council’s approval of the City’s Draft Action Plan. With Council’s approval, the Draft Action Plan will be submitted to HUD for review no later than August 15, 2025.
