Additional Backup Information:

The contract amendment will increase the contract authorization to upgrade to Cellebrite Inseyets software licenses required to support hardware and software systems for Austin Police. In addition, the amendment will align the contract with the current State of Texas Department of Information Resources cooperative contract term, allowing ample time to migrate from deprecated software and to negotiate and execute a replacement contract. 

 

Austin Police is tasked with identifying, collecting, and extracting digital evidence during case investigations from electronic media, such as cell phones and other portable electronic devices. Inseyets is Cellebrite's all-in-one digital forensics suite, integrating advanced mobile extraction, decoding/analysis, cloud features, automation, and management tools. It supports full file system extractions, recovering 60% more data, including encrypted/app containers; broad device support for locked iOS/Android devices; quick triage; and forensically sound reporting, all of which are essential for processing seized mobile devices under legal authority. Licenses are annual subscriptions that cover updates, unlocks, and support addressing evolving device security. 

 

The State of Texas Department of Information Resources cooperative establishes competitively bid contracts that may be utilized by the State and other government agencies through a cooperative agreement. Due to their substantial volumes, larger than any one government could achieve independently, cooperative contracts routinely include superior terms, conditions, and pricing. Use of cooperative contracts also results in lower administrative costs and time savings. 

 

The requested authorization and increased term are based on historical spending and departmental estimates of future needs.
