Austin Financial Services issued a Request for Proposals solicitation RFP 6300 EAB3010 for these services. The solicitation was published on March 9, 2026, and closed on April 14, 2026. Of the three offers received, the proposal submitted by the recommended contractor represented best value to the City based on the solicitation’s evaluation criteria. This contract will be awarded in compliance with the City Code Chapter 2-9B (Minority-Owned and Women-Owned Business Enterprise Procurement Program). For the services required for this solicitation, there were no subcontracting opportunities; therefore, no subcontracting goals were established.

The contract will provide floodplain reforestation services on publicly managed land within eastern Travis County's Blackland Prairie ecoregion, targeting a minimum of 10 acres per year using a diverse palette of native woody species. The contractor will source and plant native woody saplings and seeds, conduct bilingual community outreach, and coordinate volunteer planting events through the City's Ready, Set, Plant! program. These services support Austin Watershed Protection’s mission to reduce flooding, erosion, and water pollution by restoring critical floodplain functions including pollutant filtration, bank stabilization, and carbon sequestration along Austin's creek corridors.
This is a new contract in alignment with the City's Climate Equity Action Plan and the Citywide Strategic Plan's Community Health and Sustainability Measure 3, which emphasizes the protection of Austin's natural resources, ecological systems, and long-term climate resilience. The recommended Contractor has provided similar services to the City in the past as well as other municipalities. The requested authorization amount was determined based on department estimates and the Contractor’s proposal.
An evaluation team with expertise in land management and restoration evaluated the offers and scored Siglo Group LLC d/b/a Siglo Group as the best to provide these services based on experience and personnel qualifications, reforestation program concept and approach, outreach, engagement and reporting approach, price, local business preference, and small business preference.
If the City is unable to secure a contract, Austin Watershed Protection will be unable to reduce flooding, erosion, and water pollution in critical floodplains.
