Austin Financial Services issued an Invitation for Bids solicitation IFB 6100 CLMC1079A-REBID for these services. The solicitation was issued on January 26, 2026, and closed on February 19, 2026. Of the three bids received, the recommended contractor submitted the lowest responsive bid. This contract will be awarded in compliance with City Code Chapter 2-9A (Minority-Owned and Women-Owned Business Enterprise Procurement Program) by meeting the goals with 19.04% MBE and 1.98% WBE participation.

Additional Backup Information:

The Vehicle Checkpoint C project will enhance security at the Airport perimeter and provide the efficient entering and exiting of vehicles. Currently, vehicles entering and exiting Checkpoint C use the same single lane creating a safety concern. Relocating the checkpoint booth to the expanded access road will allow two-way traffic flow with two separate lanes, one entering and the other exiting the Air Operation Area. Additionally, this project will improve safety and operational efficiency by constructing equivalent security access to the east airfield, reducing travel time and wear on Aviation equipment and tenant vehicles.  

 

The work consists of the complete construction of a new vehicle checkpoint that will improve accessibility and establish an improved traffic pattern, allowing efficient and secure access to the Air Operation Area. This guard booth will include a restroom for staff, pavement improvements to the road around the booth, and fence and gate upgrades to provide two-way traffic around booth with separate in and out gates and lanes.

 

This item includes one allowance of $10,000 to be used to address power and utilities at Vehicle Checkpoint C. 

 

To address any unforeseen utility, roadway, or gate improvement issues that are discovered during construction, an 8.32% contingency in funding has been included to allow for the expeditious processing of any change orders to cover any unforeseen construction costs associated with the project. By authorizing the additional contingency funding, Council is authorizing any change orders within the contingency amount.

 

There are no impacts to the traveling public as the work will occur on airport property not open to the general public. 

 

Delay of this contract could lead to negative impacts on Airport operations and would allow ongoing checkpoint safety issues to continue.  

 

The contract allows 210 calendar days for completion of this project.
